Semi-monthly pay dates in 31-day months

A semi-monthly schedule that pays on the 15th and on the last day of the month could set the second pay date to the 30th, a day too early, in months with 31 days when the 31st fell on a weekend. The pay date now moves to the previous business day, as the schedule intends.

We checked every production schedule against the corrected rule before the release, and the pay calendar in the dashboard now flags any date that moved, with the reason.
